STREET MAINTENANCE

 

THE STREET DEPARTMENT TAKES CARE OF ALL CITY OWNED STREETS.

    

 THIS INCLUDES PAVING, PATCHING, AND BERM WORK. NOT ALL STREETS IN THE CITY ARE OWNED BY THE CITY. SOME ARE UNDER THE CONTROL OF THE STATE OR COUNTY OR ARE PRIVATE. WE DO NOT PROVIDE SERVICE TO THESE STREETS, BUT IF YOU CALL WE WILL TRY TO PUT YOU INTO CONTACT WITH THE PROPER AGENCY.

 

SIGNS

 

ALL STREET SIGNS AND STREET MARKERS, ON CITY OWNED STREETS ARE MAINTAINED BY THE STREET DEPARTMENT.

 

ANYTIME A STREET SIGN OR MARKER HAS BEEN DAMAGED OR IS MISSING WE ASK THAT YOU CALL THE PUBLIC WORKS OFFICE DURING REGULAR BUSINESS HOURS.

  • STOP SIGNS ARE REPAIRED AS SOON AS POSSIBLE.
  • TO REPORT A STOP SIGN DOWN AFTER OFFICE HOURS PLEASE CALL 942-1125. (POLICE) 
  • THE STREET DEPARTMENT DOES NOT DECIDE WHERE TO PLACE SIGNS.
  • REQUEST FOR NEW STOP SIGNS AND SPEED LIMIT SIGNS MUST BE MADE TO THE BOARD OF PUBLIC WORKS.

TREES ON CITY EASEMENT

         TREES ON CITY EASEMENT ARE THE RESPONSIBILITY OF THE  HOMEOWNER FOR MAINTENANCE.

  • TREES SHOULD BE KEPT 12 FT. ABOVE THE PAVEMENT, IN ORDER FOR CITY TRUCKS TO COLLECT TRASH AND PLOW ROADS.
  • THE CITY WILL REMOVE EASEMENT TREES ONLY WHEN THEY ARE DEAD OR DYING AND FUNDS ARE AVAILABLE.
  • THE CITY DETERMINES THE CONDITION OF THE TREE BY USING A PROFESSIONAL TREE SERVICE PERSONNEL.
  • HOMEOWNERS CAN ASK TO HAVE TREES REMOVED BY CALLING THE PUBLIC WORKS DEPARTMENT.
  • KEEP IN MIND, THAT IT IS POSSIBLE FOR HOMEOWNERS TO REMOVE EASEMENT TREES AT THEIR, OWN EXPENSE.
  • YOU MUST FIRST GET PERMISSION FROM THE BOARD OF WORKS.
  • IT IS ALSO ILLEGAL TO PLANT NEW TREES ON EASEMENTS WITHOUT PERMISSION OF THE BOARD OF WORKS.
  • THE BOARD OF WORKS MEETS ON WEDNESDAYS BEFORE CITY COUNCIL MEETINGS.
  • TO BE ADDED TO THE AGENDA CALL THE CLERKS OFFICE. (942-5005)

 BRUSH COLLECTION

 

THE STREET DEPARTMENT PICKS UP BRUSH THROUGHOUT THE CITY ON A CALL IN BASIS.
 Residents can bring brush to the city yard for disposal, but a permit is required.
 
  • WE ASK THAT BRANCHES BE PLACED ON FRONT EASEMENTS AND BE NO LONGER THAN 8 FT.
  • THE CUT END SHOULD BE PLACED TOWARD THE CURB.
  • THE CITY DOES NOT COLLECT TRUNKS, ROOTS, OR BRANCHES LARGER THAN 8 INCHES IN DIAMETER.
  • LARGE PILES OF BRUSH WILL HAVE A FEE ACCORDING TO ORDINANCE. BILLS ARE BASED ON COST OF DISPOSAL.
  • IF A FEE IS TO BE CHARGED, YOU WILL BE NOTIFIED FIRST.
  • YOU WILL BE ASKED TO SIGN A FORM TO OK PICKUP.
  • FORMS MUST BE SIGNED AND RETURNED BEFORE WE CAN PICKUP THE PILE.
  • REMEMBER THAT THE CITY DOES NOT COLLECT BEHIND TREE TRIMMERS.
  • IF A RESIDENT HIRES SOMEONE, TO TRIM TREES, THEN THE RESIDENT IS RESPONSIBLE FOR REMOVAL OF ALL DEBRIS.
  • YOU NEED TO REMEMBER THAT ALL TREE TRIMMERS MUST BE LICENSED TO WORK IN THE CITY OF HOBART WHETHER AN INDIVIDUAL OR COMPANIES.

STREET PAINTING

          THE STREET DEPARTMENT PAINTS CENTERLINES, EDGE LINES, AND RAILROAD CROSSING MARKINGS ON MAJOR STREETS ONLY.

  • LINES ARE PAINTED ONCE A YEAR STARTING AS SOON AS WEATHER BREAKS IN THE SPRING. 
  • WORK AREAS ARE MARKED WITH CONES AND SIGNS.
  • WE ASK THAT DRIVERS PLEASE NOT CROSS NEWLY PAINTED LINES.
  • THE STREET DEPARTMENT USES WATER BASED PAINT THAT CAN BE WASHED OFF IF IT GETS ON VEHICLES.
 
SNOW PLOWING

THE STREET DEPARTMENT IS IN CHARGE OF SNOW PLOWING OF ALL CITY OWNED STREETS. 

  • MAIN ROADS ARE PLOWED FIRST, FOLLOWED BY SECONDARY ROADS, AND THEN SUBDIVISIONS.
  • THE PLOWS ARE SET TO PLOW TO THE CURB SIDE OF THE ROAD.
  • WE DO NOT PLOW PRIVATE PROPERTY. PLEASE DO NOT ASK.
  • MAILBOXES ARE THE RESPONSIBILITY OF THE HOMEOWNER AND SHOULD BE PLACED AT LEAST 2FT OFF THE EDGE OF THE ROAD. WE ONLY REPAIR MAILBOXES THAT ARE HIT BY THE PLOW. ANY DAMAGE CAUSED BY SNOW OFF THE BLADE IS THE HOMEOWNERS RESPONSIBILITY.
  • WE ASK THAT HOMEOWNERS CHECK  MAILBOXES IN THE FALL , TO MAKE SURE THAT THEY ARE SECURE AND THERE IS NO ROTTING WOOD.
  • Residents must make a police report to report damage. They then will determine if damage is caused by a plow.

TIRES

       THE CITY DOES NOT COLLECT TIRES FROM RESIDENTS.

  • WHEN YOU BUY TIRES, A FEE IS CHARGED FOR DISPOSAL OF THEM.
  • THE LAKE COUNTY SOLID WASTE DISTRICT PROVIDES A DUMPSTER, IN OUR YARD, FOR THE DISPOSAL OF TIRES free of charge.

 
LEAF COLLECTION

          LEAF COLLECTION STARTS THE THIRD WEEK IN OCTOBER.

  • LEAF COLLECTION IS DONE DAILY, WEATHER PERMITTING.
  • LEAF BURNING IN THE STATE AND CITY IS PROHIBITED.
  • LEAVES SHOULD BE RAKED TO THE CURB. PLEASE DO NOT RAKE LEAVES INTO THE STREET.
  • LEAVES RAKED INTO THE STREET CAN CAUSE FLOODING DURING RAIN.
  • WE ASK THAT YOU NOT PARK IN FRONT OF PILES.
  • IF WE CAN NOT GET TO THE LEAVES THE PILE WILL BE LEFT.
  • ALSO CARS PARKED ON TOP OF PILES HAVE BEEN KNOWN TO START FIRES.
  • THERE SHOULD BE NO DEBRIS LEFT IN THE PILES. WOOD, ROCKS, DIRT, CANS, AND BOTTLES CAN CAUSE DAMAGE TO THE MACHINE AS WELL AS BE A SAFETY ISSUE FOR OUR EMPLOYEES.
  • PILES WITH ANYTHING OTHER THAN GRASS AND LEAVES WILL HAVE TO BE LEFT.
  • COLLECTION STARTS ON THE EAST END OF TOWN AND HEADS WEST.
  • WE WILL MAKE 3 TO 4 PASSES THRU THE CITY.
  • WE ARE AT THE MERCY OF WEATHER AND EQUIPMENT FAILURE AND FOR THIS REASON, WE ARE UNABLE TO PUT OUT A SCHEDULE. IF YOU WOULD LIKE TO KNOW WHERE THE MACHINES ARE WORKING EACH DAY YOU CAN CALL 942-6121.

 

LEAF COLLECTION SPRING

          ONE WEEK IN APRIL, LEAF MACHINES ARE SENT OUT. THIS IS DONE ON A CALL IN BASIS.

THE RULES ARE THE SAME AS THE FALL COLLECTION. WE DON’T SET A DEFINITE DATE, DUE TO WEATHER CONDITIONS.

MOSQUITO SPRAYING

 

THE STREET DEPARTMENT SPRAYS FOR MOSQUITO STARTING IN LATE SPRING.

  • SPRAYING IS STARTING AT DUSK AND GOING ON UNTIL AROUND 9:30.
  • WE DON’T SPRAY WHEN WEATHER CONDITIONS PREVENT IT.
  • SPRAYING TAKES 6-8 DAYS PER PASS.
  • THE PRODUCT USED BY THE MACHINE HAS BEEN APPROVED BY THE FEDERAL GOVERNMENT FOR THIS PURPOSE.
